I don’t know what it is about them, but owls always make for an adorable theme that also happens to be gender neutral. Additionally, if you’re looking for a great heading to your stationary, how about a sweet little pun like “look whoo’s one?”
An owl theme is great for a little girl if you focus on beautiful pinks and prints, but you can do a play on woodland creatures for a little boy.

If your little one absolutely loves the twinkle twinkle little star lullaby, why not turn it into a theme for their birthday party?
